I have a small-med Pug X Staffy. We keep him cool in summer by filling a washing bucket with just enough water so he can jump in and cool his paws (I am told dogs release body heat from paws) and legs off.
We even put some toys in there and he taught himself to dip his head in to cool off (and play)!
Just make sure the water isn’t too high (your dog’s leg length).
