It doesn’t matter where they are or who they’re with, if that toddler didn’t get their way then they’ll damned well let you know.
At grandma’s house? Tantrum.
At the supermarket? Tantrum.
Waiting in line to see Santa? Tantrum.
Visiting The White House and meeting the President of the United States of America?
